@Michelle. You use the annatto seeds to make the achiote oil. That’s the first step in the recipe. You should be able to get these and the chiles at a Latino grocery if you have one. (I just asked the google for you: http://www.lahaciendainc.com/) I bet you can get tomatillos there too. Otherwise try Whole Foods.
